No, it sounds like your IT people have used a custom setup file
when the
machine was initially setup and intentionally removed Outlook
Express. Many do this since they don't want their workers to be
browsing newsgroups during working hours. I'd ask them, since
they'd be the best
source of information about it. Good luck.

It's XP SP2. It's a network, mirrored situation but I think
programs like OE6 should be on our own, the client, hard drive.
