Default Outlook Express 6, Port 110 error

Last Friday, Aug 4, I first experienced not being able to download emails. I
get a

"An unknown error has occurred. Account: 'pop3.ric.cnc.net', Server:
'pop3.ric.cnc.net', Protocol: POP3, Port: 110, Secure(SSL): No, Error Number:
0x800C0133"

I have tried to change ports, same problem exist. It just chases the port
that it changed to.

I can send email but not recieve it.

I changed the ports and now no longer have any of my "inbox" emails.
Currently have my "Sent Items" but am really confused where the inbox went.

Details:

Windows XP Pro
Outloos Express 6
McAfee anti virus but no firewall protect. Rather I use Windows for this
Choice Mail, V3.1 email program. I turned this off and the probel still
exist. I reset the settings in Outlook Express to pull from my pop3 server
and still no success.

I have contacted my service provider (Concentric) and went through their
checks and port 110 is contacting their server. I ran a DOS command they
instructed and everything was fine there they said.

I un-installed Outlook Express 6 and then re-installed it as they instructed
and the problem still exist.

Any ideas as to what could cause this problem?
