Sounds more like it. I do not find Toucan as an ISP (I have seen described
as Tiscali in drag!) very helpful at this sort of thing.

Outlook Express is merely reporting the error.

Since you aren't seeing the error via the web interface, it may be masking
the error.

If the mail administrator isn't helpful, it might be possible to delete
the problem messages via Telnet.

You could try the RETR command on message #10. If that fails, then issue
the DELE command for the same message and then QUIT.

Since then I have had Message numbers 12 and 13, both the same. If I
have a look on the server there is nothing of course.

The entire error message would be better, but I'm pretty sure you have a
corrupt message trying to download. Use your WebMail option to remove
messages at your ISPs Website.

Also, make sure Leave a copy of messages on the server is not checked in
Tools | Accounts | Mail | Properties | Advanced.
