Default OE update

Got an error message from O.E. stating that identy login could not be
started. Some components are missing or incorrectly configured. OE could not
be started. Make sure disk is not full or out of memory. MSOE.dll could not
be initialized, outlook may not be installed correctly. I am running just
regular OE. no sp update. Don't even have Windows SP1 or SP2 installed.
Downloaded Windows SP1 when it first came out and computer went nuts. nothing
worked right, would switch programs in mid term, want to dial out by itself,
programs kept popping up by themselves. Did a system restore to a previous
point, works good. This happened quite a while ago. Is still on the system
but not installed. Anyway, to make a long story short, since I don't have
Windows SP1 or 2 on my computer, can I download Explorer SP1? Don't worry
about Windows SP1 or 2. Don't really want it, don't really go or do anything
on the net to worry about. Was told by my ISP provider that I can download it
safely.
