Without folders.dbx from the original message store the files were in,
an import will always fail. There is a workaround outlined at this
website:

You haven't really told us what you did to save your email before
formatting
the drive.
Did you save all of the DBX files?
Did you include Folders.dbx?
Did you copy the DBX files back to an empty folder on the hard drive?
Did you remove the Read Only attribute?
Did you then use OE's File | Import | Messages?
