First, if there is no Folders.dbx then you did not save all of the DBX
files. You have to have Folders.dbx in your current message store. If it
isn't there OE makes it when it opens. There is a slight possibility that
the .dbx is yidden.
You can copy Inbox.dbx, Deleted Items.dbx, Drafts.dbx, Outbox.dbx and Sent
Items.dbx to OE's current store location, overwriting the existing
folders... For the others, open OE and created OE folders it exactly the
same name (the part before the .dbx) and open each one after creationg it.
Then close OE and overwrite the new DBX files with the saved DBX files.

You haven't really told us what you did to save your email before
formatting
the drive.
Did you save all of the DBX files?
Did you include Folders.dbx?
Did you copy the DBX files back to an empty folder on the hard drive?
Did you remove the Read Only attribute?
Did you then use OE's File | Import | Messages?
