Default Problem with OE newsreader

That means that Outlook 2003 rather Outlook Express is set as your
default mail program and Outlook 2003 is not properly set up for mail.
The service pack for Office 2003 probably changed the default mail
program.

Assuming that you want to use Outlook Express for the reply and forward,
then see:
