They are kept in the Registry. The following might work.
Do this with OE closed.
Go to Start | Run and type
regedit
and press the Enter key. Navigate to
HKEY_CURRENT_USER\Identities\{GUID}\Software\Micro soft\Outlook
Express\5.0\Rules and export that key. Then delete the key and close
Regedit.
Right click the exported REG file and choose Merge.
Restart the computer and open OE to see if the rules are back.
