Default New OE Identity created under XP User "A" not Visible under XP

Identities are defined in the private Current User portion of the
registry. Users can't access each others private registry section.

It is possible to share data files across users. See the cloning

But once you've cloned an identity, any changes you make in a variety of
settings won't automatically propagate. This includes Blocked Senders,
Message Rules, Accounts, etc.
