On all Identities.
Ensure that none of your accounts have the 'always connect using' box
checked.
Toolsaccountsmailselect accountpropertiesconnection tab. If they have
it enabled then click the box to remove itapply/OK etc
That will ensure that OE then uses any available connection.
Now go to toolsoptions, On the connection tab click 'change', select
'never dial a connection'apply/OK etc
