Default error msg's'

I 'think' I've tried everything except a new Identity.
Set up new account.
Turned off firewalls (ZA & window xp).
Not sure how to check modem but everything else(web browsing, other e-mail
accounts, etc.) are working ok. This problem is not only here at office(all
3 systems) but on home system also. (That leads me to believe it's a ISP
problem.)
The above is main reason I haven't changed a bunch of setting yet. Last time
something like this happened, couple years back, I got my system's' all
messed up and it wasn't on my end. I'm not an expert!!

Note: I've been trying to get through to my ISP and their phone lines are
all BUSY.... Another point of a possible problem on their end, yes/no.

Also: You may have a damaged identity especially if it is the default Main
Identity. File | Identity | Add New Identity. Create a new one and test
it. If all is well, you can import your messages from the old identity and
delete it.

Check your settings as 0x800ccc90 is a password error.

If you still have problems. post all error messages in their entirety.
Just click on the message and it will highlight allowing you to right
click and copy.

Started yesterday. Trying to check e-mail on one account and get
different error msg.(time out and then) 0x800ccc19 & 0x800ccc90 &
0x800cccoe...

I have 3 e-mail accounts and 2 are working fine.
Is this a "possible" problem on my end or ISP?

I don't want to start making a bunch of setting changes if not needed.
Worked fine for 3+ years.
