Default Save As Type: "Web Archive, Single File (*.mht)" is missing

Hi, thank you. Did as suggested. It works to a certain extent, but the
problem remains if I open new sessions of IE. What I mean is that while I
am still within the same window in which I opened the saved MHT file, the
Save As Type: "Web Archive, Single File (*.mht)" option is present. This
option remains present although I navigate to other websites such as
http://www.cnn.com. But if I open another IE window, Save As Type: "Web
Archive, Single File (*.mht)" option goes missing again.

There is a difference between the two Save As dialog boxes:

The correct one is titled "Save Web Page". It has My Recent Documents,
Desktop, My Documents, My Computer and My Network buttons as its left
toolbar.
The wrong one is titled "Save HTML Document", and this left toolbar is not
there.

On another PC with same version of XP and IE6, it works. "regsvr32
inetcomm.dll" didn't work.

Does inetcomm.dll version matter? On working PC, version is 6.00.2900.2869
On problem PC, version is 6.00.2900.2962

I noticed that when I first launch IE, where my start page is set to
http://www.cnn.com, before the page loads fully, the Save As Type: "Web
Archive, Single File (*.mht)" option is present. Once the page is fully
loaded, the wrong one is titled "Save HTML Document", with this option
missing would be the one coming up.

If start page is set to blank, and I first launch IE, the wrong one is
titled "Save HTML Document", with this option missing is the one coming up
when I do a Save As.

I thought it was some policy setting, but I checked Administrative
Templates/Windows Components/Internet Explorer/Browser Menus - all the
options are not configured. Also checked HKLM\Policies\Microsoft, but
\Internet Explorer key is neither present in working or problem PC.

If it were a registry setteing, I was using Regmon to see which registry
entry could be causing the problem, but the keys accessed are so many and
scrolled so fast so I gave up trying to locate it.

Btw, I also tried install IE7 RC1, but I think the problem still remained,
and any way IE7 kept on closing with some error, so I finally uninstalled
it.

Any helpful advise (beside reinstalling...) ?

If you have any saved MHT files on your hard drive, find one and right
click on it, select "Open With" vs. "Open" and scroll down the list to
Internet Explorer and select it and test it. If that works properly,
repeat the exercise and this time, put a check in the box at the bottom to
"always use the selected......" and that should fix it.

I have tried the suggestions in KB198061 and also considered
[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Int ernet
Explorer\Infodelivery\Restrictions]
"NoBrowserSaveWebComplete"=dword:00000000

and searched many emails and web sites for the solution, but nothing
worked.
