Messages on server!
You said to download the message after deleting the Pop3uid folder, and
there are some 16,000 messages that haven't downloaded yet. Am I correct
that if I remove the check mark from "leave messages on the server" then
after the download completes then the server should be empty. Correct?

I believe this will end up being an issue with your ISP. If you want, you
can try one more thing that I can think of.
You may have a damaged identity especially if it is the default Main
Identity. File | Identity | Add New Identity. Create a new one and test
it. If all is well, you can import your messages from the old identity and
delete it.

Since you have been downloading and deleting so many messages, you would
be well advised to compact your folders. And since you are having
problems, I would suggest you back the message up first.
If you are not using an up-to-date version of XP/SP2:

it will create a backup of your dbx files in your Recycle Bin
automatically when you compact.

Unsent templates appearing as sent.
Manually compacting will now reset the registry counter to Zero in
WinXP/SP2 and also sends a copy of your dbx files to the recycle bin as a

If Send/Receive doesn't get them, then close and reopen OE. If you still
don't get them, you have your backup, but send a test message to
yourself
to make sure you get that message, and only that message.

Your settings are fine, although the least amount of days is best.
I assume you didn't delete the Pop3uidl.dbx file yet since you ask
about
deleting the Inbox messages.
They should be downloaded again, but let's play it safe. Create a new
folder and move all your Inbox message to it. Assuming you get them
downloaded again, you can just delete the entire new folder. Much
easier
then deleting duplicates in the same folder.

The Pop3uidl.dbx file is probably corrupt. Delete it as per the
instructions below. You will get all the messages downloaded one
more
time, but it should be good after that.
Tools | Options | Maintenance | Store Folder will reveal the
location
of your Outlook Express files. Press the Tab key to highlight the
folder location, then Ctrl+C. Close OE, then Start | Run | Ctrl+V
will
put the location in the box - Click OK and you'll see the OE files.
Otherwise, write the location down and navigate to it in Windows
Explorer.
In WinXP, Win2K & Win2K03, the OE user files (DBX and WAB) are by
default marked as hidden. To view these files in Windows Explorer,
you
must enable Show Hidden Files and Folders under Start | Control
Panel
| Tools | Folder Options | View, or in Windows Explorer | Tools |
Folder Options | View.
With OE closed, find the DBX file in question {Pop3uidl.dbx} and
delete it. A new one will be created automatically when you open OE.
General precautions for Outlook Express:
Do not archive mail in default OE folders. They will eventually
become
corrupt. Create your own user defined folders for storing mail and
move your mail to them. Empty Deleted Items folder regularly. Keep
user created folders under 100MB, and Default folders as empty as is
feasible.
After you are done, follow up by compacting your folders manually
while working *offline* and do it often.
Click on Outlook Express at the top of the folder tree so no folders
are open. Then: File | Work Offline (or double click Working Online
in
the Status Bar). File | Folder | Compact all folders. Don't touch
anything until the compacting is completed.
Turn off e-mail scanning in your anti-virus program. It is a
redundant
layer of protection that eats up CPUs and causes a multitude of
problems such as time-outs and account setting changes. Your
up-to-date A/V program will continue to protect you sufficiently.
