Since they are all being downloaded over and over, the only thing you can
do right now is to keep dragging new messages to another folder and
deleting the others. With News rules, you can choose only to download
messages going back a number of days, but that is not an option with Mail
rules.
One other thing you can try is to delete the Inbox.dbx file with OE
closed. A new empty Inbox will be created when you open OE. It is located
in the Message Store where the Pop3uidl file was.
I doubt this will help, but it won't hurt to try.

This is the Logon site for you, but any ISP worth 2ยข could have deleted
the messages for you. Those messages should not be on the server and
AT&T Yahoo is giving you the run-around.

I did as you suggested but it does the same thing. Starts the download
of 15,764 emails then stops at some point, then starts again at 1 of
15,764 meaning doubles then triples etc. Any other ideas? How can I
get to the server and have them delete the messages?

Create a new Identity in OE and download the account there.
Or else go to the account's Web mail site and delete them there.
