Also those programs will only partially recover the messages, and if they
included attachments or images, those won't be recoverable.

Only files go to the Recycle Bin. Messages aren't files, they are just
some data within a file like text within a word processing document. Even
though there are folders within Outlook Express they aren't real Windows
folders.
If you haven't compacted your OE folders yet, you might be able to
recover some of the messages using one of these utilities:
