If you are saying the recipient would be required to enter data in an Access
form then they would need Access on their sys, or at the very least Access
runtime, and you would have to mail more than just the form.
If on the other hand you are designing a form which is printed off for
manual editing then you would have to print the access form to a pdf printer
(or similar) then send that file as an attachment
