I'm having the same problem too! I was using outlook to access hotmail, added
a new pop3 e-mail account to my list and BAM! Same thing!:
NO SEND/RECEIVE BUTTONS
RE-ESTABLISHING e-mail accounts did NOTHING to re-ctivate
OPENING "NEW MESSAGE" also fails to activatge a SEND button.

removing office and reinstalling with upgrade did nothing but carry forward
the problem to OL2003.
I'm still unable to resolve, ISP could not help.
