Check what is running in the background and at startup. It sounds as if
something is setting it for you.

Try going to Start | Run and type msconfig and then disable all startup
items and reboot and see if the problem persists. If not, then its one of
those startup items.

Can you help me with this. I have this problem in my IE, everytime i
shutdown my PC the IE settings always resets like the Connection tab Lan
Settings the Proxy Server settings checkbox returns uncheck and also the
Exceptions when you click the advance buttons always appears blank.
Is there any settings that i can configure so that the previous setup will
remain?
