I think some ISP News Servers delete attachments or even remove messages
with attachments completely.

If your messages with attachments are to a Microsoft News Group you can try
using their servers, they seem to accept attachments as long as they are
less then 100 kb in size.

You might try setting up a new account in Outlook Express using one of their
servers, msnews.microsoft.com or news.microsoft.com.
