As far as your current problem goes, I don't know if a reinstall of OE
will help, or not, but here is the method.

Although written for WinXP, it works for all Windows operating systems
98 or newer.
After configuring Windows Explorer to display hidden files, I discovered
that the installed Address Book (2002 date) was apparently corrupt. I
deleted it and transferred the newer one to the same folder. Now all is
well.
