Posts to MS newsgroups are regulated by total message size (including
attachments). IIRC the max is 100 or perhaps 150KB.

Attachments add a markup of roughly 35%; therefore a 1 KB post or email with
a, e.g., 140KB attachment ends up being a 190KB message.

If your messages with attachments are to a Microsoft News Group you can
try
using their servers, they seem to accept attachments as long as they are
less then 100 kb in size.

You might try setting up a new account in Outlook Express using one of
their
servers, msnews.microsoft.com or news.microsoft.com.

account settings should be OK if you can reply. It may just be a
