Outlook 2003 (there is no such thing as "OE 2003") is not an "upgrade" for
Outlook Express. They are completely separate applications that can be used
simultaneously if you want.

I send a POP3 message to somebody (it appears to be just this one
person), they reply and I receive the reply. If that same person
sends me a new email to the same email address on the message they
reply to the email doesn't come through. I don't knowingly have any
blocked senders and the sender is double definitely using the same
email address for me as the messages that come back as replies.

Any error messages? How do yo know the problem isn't on their end and that,
while they THINK they're sending a new message to the same address, they
actually are not?
