Default Not Yet Accpeted View

I am setting up a scheduling calendar for a staff of 12 on rotating shifts. I
set up a new Exchange user and using that calendar, added each user's
schedule as a separate meeting to which they have to respond.

I am trying to create a customized View of that calendar that uses a filter
to show only those items to which the attendee has not yet responded. When I
create a new view specifying this criteria, ALL of the appointments disappear
from the calendar.

I chose not to use the Group Calendar function as I need this calendar to be
user-independent and not tied to an individual's Exchang account.

If there is a better way to set this up, I am open to suggestion .....
