Default Outlook - Contacts - Put contacts (emails) into groups

That's exactly what Categories was design for. You can then use the By Category view of your Contacts folder, select all the names in one category and choose Actions | New Mail to Contact.

I have a number of contacts each with an email address. I would like to tag a
contact into different but potentially overlapping groups. This would allow
me to email a group based on different criteria. For Example your sibling may
belong to multimple groups. Friends(All), Friends(Toronto), Family.
I am constantly creating dirstribution lists and it's time consuming.
