Your OE is way out of date. For that matter so is your Windows XP. You
are still on SP1. You need to update.

There was a bug in OE where it didn't properly remember the save to
folder. If you get up-to-date, the bug is fixed.

There is a workaround for SP1 that involves a modifying the registry.

Set the "Save Attachment" Default in OE (Line 242)
