Default OUtlook 2002 not connecting to email service

I have this exact same problem. Except, mine first started when I
tried to point my Outlook to a new pst file. When I couldn't get the
pointers to successfully recognize the new location, I uninstalled
and reinstalled Office in an attempt to resent the pointers. After
re-installing Office 2003, I started to get the error about
connecting to POP and SMTP.

State exactly what you did to "point my Outlook to a new PST file."

Here is the exact message:

Find incoming mail server (POP3): Outlook could not connect to the
incoming mail server (POP3). The problem would be the server name or
port, or your server may not support SSL. Verify your port and SSL
settings in the More Settings under the Advanced tab.

This has nothing to do with the PST. This is an account configuration
issue.
