Sorry, I should have known better to include more info.

No, they're just pop3 accounts running on a windows 2000 terminal
server. at first i thought maybe it was a problem with the file size
of the PST .. but there is such a variance in size between users ..
it's even happening to new users that I create .. I've tried running
a repair on outlook but it hasn't done anything.

Where are the PST files located? They need to be on the C drive of the TS
box, note - MS doesn't support accessing PST files across a LAN/WAN
connection. How many users are logging in simultaneously when this happens?
What are the hardware specs of the TS box itself?

Hello,

I've been running outlook 2003 for a few years now on a terminal
server . .and not really had many problems .. however lately more
and more users are messaging me about email getting hung up in the
outbox .. while closing and reopening the application will allow
them to send .. it seems strange to have this in the first place..

any ideas?

Are you using Exchange?
Does this happen to OL2003 users *not* using TS?
