Default How can I get Outlook2003 rules to "move" emails properly - such that lower/later rules wont encounter the same emails?

[Outlook2003 on local PC running WinXP Pro]

Hi

I am a bit confused about how Outlook's rules work on emails.
They seem to be extreme counter-intuitive.

1. I presume that they are executed in the order presented
i.e. the top ones first, yes?

2. If one of the higher rules, "MOVES" an email to a directory
it seem that rules lower down the list can ALSO do the same thing!

3.
It seems that a previous rule in the list has to "move" AND "delete"
a rule to stop lower/later rules from finding it.

And the trouble with *deleting* stuff is that it's very alarming to see
valid emails
appearing in my trash before I've actually read them (even if they are
safely
moved (i.e. copied) elsewhere!)

e.g. a key problem for me is that as webmaster, I get lots of valid
official
message email (such as receipts) "from" one of our members of staff
which I need to move to the relevant directory...
....but then I also get REAL emails from the same guy and I need
those to be moved to a *different* location (to remove them from all
the
1000s of email/day of dross!) - but only if his emails are NOT any of
the
various official/receipt type emails!

So... how can I move real emails from him, that haven't met any of
the conditions filtered for in any of the rules above... WITHOUT
having unread valid-looking stuff appear in my trash ?!

Confused
