Default E-mail link in a web page fails

Try going to Start | Run and type:

shmgrate.exe OCInstallUserConfigOE

The OS is WinXP and SP2

This happens with either IE6 or Firefox. The message that comes back
is "Could not perform the operation because the default mail client
is not installed properly."

As many as 60 copies of a page that reads "Internet Explorer was
unable to link to the web page you requested."

A search through the KB only found KB182985. This does not fit the
parameters of the link.

The configuration in "Set program access and defaults" is set to
custom.

The "Choose a default e-mail program" is set to "use my current
e-mail program"

The box beside "Outlook Express" is checked.

If I select OE, it does not stay selected after closing the
configuration screen, but reverts back to the previous settings.

How is this fixed?

Control Panel | Add or Remove Programs | Set Program Access and
Defaults
Make Outlook Express the default email program.

This provides the same result as before. I set OE as the default and
close the Program Access and Defaults. When I reopen P A & D,OE is no
longer the default. The change does not stick.


Is Outlook installed?
What does the default change to?

Outlook is on the system as part of Office 97 suite. It is not being
used and does not show up as a separate program under add/delete in the
control panel. I cannot identify it from the list of processes in task
manager.

The only thing the P A & D shows is "use my current e-mail program" with
no identification of what it is.
