This is normal, expected behavior for messge forms, which must be published to a place where Outlook can locate them. Outlook isn't going to search potentially thousands of public folders for a specific custom form needed by a message in the Inbox. It is only going to look in Personal Forms and Organizational forms.

Hi,
I have publsihed my approval form in the public folders in Outlook. This
form has two buttons - Approved and Denied. When I click on the actions tab
of the Approval Form to link the button actions to the forms, I can only
select from Organisational Forms, Personal Forms and Standard forms
directories. There is no option for me to select the Public folders
