After furious head scratching, D Wilson asked:

| FIRST: I am not a new user. And, this regards OE 2003. I was told
| to go here from the Office people. When I click onto a link in OE
| the page appears BEHIND OE. I have to minimize OE to the task bar to
| view the linked page. Also, my ISP people tried to help with the
