I think they want advice in what would be an appropriate size for them to
allow to be downloaded as they are paying for the time online to download
these emails with attachments. I thought it would have a lot to do with
their connection speed.

There is no max size, other than limits set by the ISP.

The favoured option is if the ISP has a web access, then set a filter on
the web site to move large messages to a created folder. Check
occasionally, download or delete as suits?

Message rules in OE can be tried, but I do not hold much hope of success.
