It's all a matter of what they are willing to put up with.

As a rough estimate for dial-up download, figure about 100 KB per
minute.

In my case, I've set my OE not to download anything over 500 KB. I can
then check larger things via web mail. And if there's something over
that that I want, I temporarily disable the OE rule.

There is no max size, other than limits set by the ISP.

The favoured option is if the ISP has a web access, then set a filter
on the web site to move large messages to a created folder. Check
occasionally, download or delete as suits?

Message rules in OE can be tried, but I do not hold much hope of
success.
