If you find you're unable to open a link by clicking in the message, try
using Start/Run and type the following (copy/paste into the Start/Run):
shmgrate OCInstallUserConfigOE
See if that fixes it.

Both NONEs are the exaclty the same as you have listed below.
But it doesn't work. so I unchecked DDE on both..
Still doesn't work..
When I went back to check DDE was still checked and I made sure OKed but
no luck, the DDE is still checked.

Open Windows Explorer.
Go to Tools | Folder Options | File Types.
Scroll down to [NONE] URL:HyperText Transfer Protocol (NOT
URL:Internet Shortcut) and select it.
Click Edit or Advanced, depending on your Windows version.
Select 'open'.
Click Edit.
"Application used to perform this action" should read:
"C:\PROGRAM FILES\INTERNET EXPLORER\iexplore.exe" -nohome (Check the
path to iexplore.exe to make sure that is correct and use the double
quotes.)
DDE should be checked and in the boxes below it you should have:

URL:HyperText Transfer Protocol with Privacy should be the same.
Sometimes it is necessary to uncheck Use DDE.
