Easy enough to find out, disable Norton's scanning and try again; if it
works correctly, you've discovered the problem.

I do get a message when I open a Word document saying "Performing Virus
Scan." I have Norton Antivirus running. Could this be interacting
with Outlook to prevent the file from opening within the Outlook
environment?
