The best thing to do with a used computer is to format and reinstall
everything he wants.

But does that have any effect on why the "eyeglasses" icon would be
there? This recipient is someone I help with occasional computer
questions, and yes, he does have OE. So what does it mean that it's
"watched" ? By whom? And how can he get rid of the icon and/or the
"watching"?

You can have the Watch/Ignore column in the regular e-mail folders,
(View | Watch/Ignore), but that has nothing to do with anything on your
end.
Assuming they are using OE, they should have set: View | Sort By |
Received & View | Current View | Show All Messages.
