No, the file in the message simply is blocked, because Outlook blocks ..exe and other potentially dangerous files by default. It was still sent.

I'd suggest that you stop concerning yourself with what *you* see and start thinking more clearly about what the recipient needs to get.

Read the warning again. Outlook never blocks your ability to send ..exe files. What is does is caution that the recipient probably won't be able to run them.

Consider sending a .zip instead.
