Filtering out junk mail in Outlook 2003

You can't....with every increase in your spam detection, there is an
increase in the possibility of "false positives". I suggest you
regularly empty out the junk email folder so that the 'unread
message' notification is useful information to you - but you should
check for false positives & whitelist them before purging the
folder, of course.
