Default No Mail icon in the Control Panel!?

You could also try creating a shortcut directly to C:\Program Files\Common Files\System\MSMAPI\1033\mlcfg32.cpl (or the comparable location on your machine).

The Mail applet is a 32-bit applet, not a 64-bit applet. I don't have a Win XP x64 system running right now, but I know on Vista x64, it segregates the 32-bit applets into a separate category -- "View 32-bit Control Panel Items"
