Cannot open outlook

I cannot open Outlook, only in default file system which is my desktop. The
add-in C:\Program Files\McAfee\Submission Tol\mcstol.dll" could notbe
installed or loaded. etc etc Detect and Repair does not resolve it. i have
also tried to remove it from the Exchange Server but this has not made any
difference.
Any ideas?
