Is there a way to prevent the user changing the categories of a task?
Alternatively can the "quick click" action on a displayed task category be
trapped or prevented?

Categories Quick Click
 
There's no method to lock the categories of a task or to prevent the
categories dialog from coming up. You'd have to trap the Write event for any
open item or selected item and disallow the write if the categories were
changed. You could also handle the PropertyChange event on the items to know
when categories were changed.
