Default Calendar Delegations in Outlook 2003 SP2 (bug?)

Bit of a weird one here. I have 3 users, A,B and C. User A is the meeting
organiser and has been granted delegation rights by User B and C. The tick
box "Delegate recieves copies of meetings-related messages sent to me" is
checked. (under Tools - Options - Delegates) on both User and User C.

- User A sends a meeting request to User B and C
- User B accepts, while User C declines (User A accepts and declines on
behalf of them both)
- User A then changes the time of the meeting and only sends an update to
User B.
- Upon sending this out, after an instance the calendar entry is removed
from User A's calendar!

I guess this is because since User A is a delegate of User C, and since User
C rejected the meeting it is signalled as a "cancelled meeting" therefore
deleted.

Has anyone encountered this? I am able to recreate this. Thanks in advance!
