Unhappy Meetings that haven't been updated are automatically sending updated to all attendees

Intermitently my Outlook 2003 calendar is sending updates for meetings to all the attendees automatically when I open the meeting and close it without making changes.

It is not giving me the option to send or not send.

Does anyone have any ideas how to stop this before I completely fill all my colleagues Inboxes?
