Outlook Calendars out of Synch

There is already a question on this regarding synching between palm pilots
and Outlook 2003 -- this concerns outlook calendar to outlook calendar
internally on the same server. All clocks on Outlook have the same setting,
but some calendars end up with meetings an hour ahead of accepted invites.

Also, when I viewed one user's calendar through my outlook, the meeting time
was correct, but on his calendar on his desktop, the meeting was an hour
earlier.

HELP!

One of the PCs involved has either the wrong time zone or an incorrect DST
settings, either in Windows or in Outlook's Calendar options.
