How can I set up a reminder on a recurring appt in Outlook?

The same way you set it up on any other type of appointment. Check the
Reminder box and enter a time next to it.

I tried that but it will only allow me to set reminder 4 days or less even
though I have the choice to select up to 2 weeks.

Use natural language for non-standard reminder times. 14d. 1m, Christmas,
etc. all work.
