Default Is there a setting for "Reminders" to ALWAYS be on top?

I almost always have 3-5 applications running (outlook, autocad and 3
sessions of company Inventory System). My problem is I am missing reminders
because they are under other application windows. The task bar reminder
indication is NOT good enough.

I have had the same problem but sound helps!!
