tentatively decline?
 
If I decline an invitation due to a conflict and then the conflict is
cancelled, can I see the invitations that I declined? OR, can I keep on
calendar as tentatively declined?

There is no "tentatively declined". Just don't accept the request until
you're sure you can make it.
