How do I have reminders appear when Outlook is not started?
 
I can get reminders to appear when Outlook is running in the background, etc.

Is it possible to have them appear when Outlook is not started, for
instance, when the computer boots, or just when using other programmes?

Outook must be open for its features to work - why would you expect otherwise? Can you type in a Word document without Word being open?

If you want notifiers, then check your favorite search engine for Outlook notifications - hint, each of the ones that you will find open at least a stub of Outlook.
