How does Outlook mark appointments that are "tentatively" scheduled (not
accepted) on someone's calendar. Are they marked busy or tentative?

Also, how does Outlook handle, by default, marking appointments for those
users who are tagged as "optional" attendees and accept the appointment?

For all, they're marked tentative by default if the user has not yet accepted them.
