Wrong appointment time when sending request

On PC in our network just changed the .pst file from outlook 2000 format to
2003 format. After the chage the user experiencing this problem: when she
send a appoint request for 1:30-2:30pm, the one received the request read it
as 2:30-3:30pm. The time reads right on those public calendar events. Both of
them using Windows XP and Outlook 2003, both PC have the time zone setting of
Eastern Time in Outlook and control panel.

Anybody has any suggestions? Thanks in advance.
